Cleveland seeking immigrants?
Interesting editorial on immigration in distressed regions and a mention of some visa reform local congressman Jason Altmire is planning on introducing soon... interesting because it's up in the Cleveland Plain Dealer.

The rust belt has had some trouble marketing itself as a site for new immigration, but it is certainly headed in the right direction. Through high school, I would periodically volunteer with the Latino Outreach program in Oakland, and over the four year period that I was there, the population being served grew exponentially. And the most important thing is that it's a mix of immigrants that are being served, not just the highly sought after white collar immigrants.
I thought it was interesting that the article made a point of specifying "legal" immigrants. One wonders how many of the Irish and Italians coming to Cleveland in the late 19th century were actually undocumented.
