Expansion management again comes up with their annual location quotient (LQ) for regions. You can read more or just look at how we rank in their summary table. Our highest ranking was in their best railroad service category followed closely by waterborne commerce.

I'm not surprised that we rank as low as we do in the "Road and Bridge Condition" percentile, considering the state of the bridges in the city and region.

However, I'm quite surprised about the "State Taxes and Fees" Percentile, in that we're tired with Harrisburg (the only other MSA fully in PA) for dead last.

I do not claim to have really looked at this much... but it looks like the taxes and fees are mean to be just transit related fees which could just mean fuel taxes for the most part. That ranking (with PA regions ranking low... Philly a mix between PA and NJ) would be consistent with this ranking of motor fuel excise tax rates:
