An interesting version of the
Kallamazoo/ Pittsburgh/Akron Promise. In Akron they want to float a $250 million dollar bond to be paid for by leasing their sewer system all to generate revenue for their version of a public school student scholarship program. Read more from the bond buyer on the idea. I'd say the City of Pittsburgh could do something similar like lease out the water system to raise money for the same purpose.... oh, no. I guess not.
