Marcellus Watch

In the Philadelphia Inquirer today:

Pa. bids for shale-gas land lower than elsewhere, By Andrew Maykuth

Which is interesting because it seems to be a data issue more than anything else.  According to some quoted in the article...  Unlike elsewhere, Pennsylvania producers apparently do not need to report production the way they do elsewhere which is impacting lease payments.  So if there was more data transparency the market would set a different price. Does this qualify as market failure?
