Speaking of prognostications, reading some old P-G's and I ran across an article regarding Paul O'Neill's Competitive Pittsburgh Task Force. 1996, Oct-379 Recommendations for ways of delivering city services. Among them was floating the $200 Million bond to shore up the pension fund, as well as, metropolitan consolidation of city, county and 129 other municipal governments.Did any of these recommendations find their way in the Act 47 plans?
