No-Bottled-Water Burgh

This is curious...  Sent in from the NS peanut gallery. We are #10 in a ranking of Least Wasteful Cities.  Sounds good. 

Why?  Lots of factors it looks like.  Here is their Pittsburgh profile. We rank really high in terms of places that don't buy bottled water.   So does the PWSA get credit?   or are we just really cheap?

I think we trust the sink. We trust the system we built when we built steel. Probably not a bad call. Given that kind of trust why pay $1.50 for packaging.

How do we rank 5th in composting?? Is there a public heap I don't know about? Aside from PNC Park?

My guess would be that if you controlled for demographics (especially age) and soda consumption, we wouldn't do so we..
