Cheese Charts and the Illusion of Control

I'm really sorry, but that is what came to mind immediately when I read this.  If we make a powerpoint on it, it must work out, right?

Why do I get the feeling this little episode is not over yet?  Far from it actually.  A few folks realize who is the most important person in the City Pittsburgh for the next 9 months or so.

Call me crazy but isn't that what a responsible council member should do before he/she voted on the issue???

Not to say I'm presuming anything about Herb, and from what I understand actuaries have a lot of incentive to get things right all the time ... but if I'm going to analyze this like I analyze everything else, we have to grant that the board of CMPTF approves his paycheck, right? Notwithstanding any presentations by the City Controller a la carte (who is only one member of that board), Herb makes a lot of people happy if he manages to eke us out a 51% instead of a 49.5%. Including the people at PMRS, apparently. How can he RESIST being prevailed upon to be a team player, if that becomes advisable? Is it conceivable that the Legislature will appoint a special actuary?

50.001% will suffice I think.

As for the probability of a special actuary.. I would say no. Though no might have a special meaning in Harriburg, so you never no. I'm not sure the law allows for it though, which is occassionally a minor hiccup in PA.
