"Prices held up best in Pittsburgh"

There are all sorts of news stories, good and bad, where the national headline needs the postscript "except in Pittsburgh".

Today's is this story of real estate markets nationwide: "House Price Index Sees Greatest Decline Since Q4 of 2008".

I'm gonna assume that by "Pittsburgh" they are referring to the Pittsburgh metro area. Any theories as to why the Pittsburgh area is the exception to the norm?

Low starting prices, less of a recession, and a relatively strong recovery.

Basically, we are experiencing normal appreciation. Which right now makes us abnormal.
